Identifying and prioritizing factors affecting the strengthening of fuel supply industry infrastructure and related services in ports (Case study: Shahid Beheshti Port of Chabahar)

Background and Theoretical Foundations: Today, bunkering or the marine fuel supply industry plays a very special role in the maritime transportation industry. It provides a very good capacity for other economic actors to take advantage of the opportunity to provide ancillary services such as providing food and drinking water, technical support services, providing oil, providing spare parts, etc. to ships berthed in ports. Shahid Beheshti Port of Chabahar, as the only oceanic port in the country, is one of the busiest points for ships in the world due to its unique geographical and geopolitical location and location at the entrance to the Sea of Oman and the Indian Ocean. Due to its strategic location at the global level, this port can benefit from the advantage of this industry.
Methodology: The aim of this research is to identify, prioritize the effective factors and provide appropriate strategies to help strengthen the infrastructure of the fuel supply industry in Shahid Beheshti Port. In order to identify the factors, first the literature on the subject and the background of the research were evaluated and possible effective factors were extracted. Using a questionnaire tool and distributing it among experts and collecting them, and using the Delphi technique, the most important effective factors were screened. Finally, the AHP technique was used to determine the priority and importance of the factors affecting the strengthening of infrastructure in Chabahar Port.
Findings: In this study, 44 factors were identified from reviewing the litrature. These 44 factors were reduced to 17 most important factors using the Delphi technique in three stages. Based on the results, factors such as "responsiveness and elasticity of oil docks", "existence of oil refinery", "use of e-commerce infrastructure", "high potential in attracting foreign investments", "limited private sector investment" and "good performance of rival port" were ranked first to fifth as the most effective factors in strengthening the infrastructure of the fuel supply industry and related services in Chabahar Port.
Conclusion: This study showed that identifying and prioritizing factors affecting the strengthening of the fuel supply industry and related services infrastructure in Shahid Beheshti Port of Chabahar can lead to improved performance and development of this port. Each of the identified factors has significant impacts on the development of port infrastructure and special attention should be paid to them in planning. Paying attention to these factors can lead to increased productivity, attracting new investments, and strengthening the strategic position of Shahid Beheshti Port of Chabahar at the regional and international levels. |
