fa تعریف چارچوب طراحی و برنامه ریزی بندر- شهرهای ساحلی با توجه به راهبرد پدافند غیرعامل پژوهشي Research/ Original/ Regular Article شهرهای ساحلی از جمله شهرهایی هستند که به علت موقعیت اقتصادی، ترانزیتی و گردشگری همواره در معرض حملات دشمن قرار دارند. از طرفی بندر قلب تپنده این شهرها محسوب می‌شود؛ از این رو بیشتر در مرکز توجه حملات و تهدیدها قرار می‌گیرد. ‌‌‌پدافند غیرعامل از جمله رویکردهایی است که می‌توان از طریق آن مسئله تهدیدپذیری بنادر را کاهش داد. از این رو، هدف پژوهش حاضر ارایه راهکارهایی برای برنامه‌ریزی و طراحی بنادر با رویکرد ‌‌‌پدافند غیرعامل است. در این پژوهش با روش توصیفی- تحلیلی به تبیین یک چارچوب طراحی و برنامه‌ریزی برای بنادر پرداخته می‌شود. چارچوب مورد نظر شامل چند مقیاس و زیرمجموعه است. مقیاس خرد و کلان و مجموعه راهکارهای مکان‌یابی، طراحی مجموعه ساختمانی و محوطه و طراحی ساختمان از جمله بخش‌های ارائه‌شده در چارچوب پیشنهادی است. Due to economic nature and transit and tourism roles, coastal cities are always vulnerable to enemy attacks. On the other hand, ports are considered the beating heart of this cities, hence, are more likely to be in the focus of enemy attacks. Passive defense, however, is an effective strategy that acts on the basis of having the least damages and enforcing the greatest policy impacts. Using the above strategy, it is possible to reduce the risk levels and damages caused by the invasion on ports and marine facilities in coastal cities. For the purpose of awareness of this importance, through analytical assessments and applied techniques in this manuscript, a design and planning framework is provided to promote the implementation of an effective passive defense to a great extent.
