fa تحلیل موارد نقض شرایط ایمنی براساس مقررات بین‌المللی دریایی پژوهشي Research/ Original/ Regular Article از دیرباز، سوانح دریایی بخش لاینفک دریانوردی بوده است. بخش اعظم سوانح گزارش شده، به‌طور مستقیم یا غیرمستقیم به خطای انسانی مربوط می‌شود. سازمان‌ها و ارگان‌های دریایی برای کاهش اثرات خطای انسانی از روش‌های مدیریت ریسک استفاده می‌کنند که هدف اصلی آن‌ها، تقویت ایمنی و کاهش خطای انسانی از طریق انگیزش، آموزش، طراحی سامانه‌ها و تدوین مقررات است. توسعه قوانین بین‌المللی به‌عنوان یکی از روش‌های افزایش ایمنی در دریا مطرح است که قطعاً به کاهش خطای انسانی و لذا سوانح دریایی می‌انجامد. هدف این مقاله، بررسی ایمنی دریایی و قوانین ایمنی در حوزه حمل و نقل دریایی است. برای این منظور، با مطالعه سوانح دریایی و نقایص کشتی‌ها در آب‌های سرزمینی ایران در سه سال گذشته و مشخص ساختن موارد نقض شرایط ایمنی، اثرات قوانین و سازمان‌های بین‌المللی در کاهش سوانح دریایی در ایران، مورد ارزیابی قرار می‌گیرند. هدف اصلی این تحقیق، بررسی موارد نقض شرایط ایمنی دریایی توصیه شده به‌وسیله ارگان‌های بین‌المللی دریایی است که از طریق شواهد دریافتی از بازرسی‌های انجام شده در بنادر ایران انجام می‌شود. Historically, marine accident has been an inseparable part of shipping. Majority of all recorded marine accidents are generally attributed to human error or associated with human error. Many individuals and organizations in the maritime field use risk management techniques to minimize the effect of human error. The main focus is to enhance safety and reduce human error through motivation, education and training, system design, rules and regulations. It has always been recognized that the best way of improving safety at sea is by developing international regulations that are followed by all shipping nations. Adopting proper regulations will definitely decrease human error and thus, maritime accidents. The main objective of this research was to analyze the violations of safety requirements adopted by international regulations, using the evidences from Iranian inspections. As such, the maritime safety issues are addressed and an outline of the safety regulations in the international seaborne trade is given.
