fa شناسایی و اولویت‌بندی عوامل مؤثر بر مؤلفه‌های اقتصاد آبی در ایران با رویکرد دلفی فازی Identification and Prioritization of the Factors Affecting the Components of the Blue Economy in Iran Using the Fuzzy Delphi Approach اقتصاد و مدیریت بازرگانی دریا Marine Economics and Business Management پژوهشي Research/ Original/ Regular Article پیشینه و مبانی نظری پژوهش:  با گسترش مفهوم توسعه پایدار و اهمیت بهره‌برداری هوشمندانه از منابع آبی، اقتصاد آبی به‌عنوان یکی از ارکان اصلی رشد بلندمدت کشورها مطرح شده است. ایران با برخورداری از منابع دریایی و سواحل گسترده، ظرفیت‌های فراوانی در این حوزه دارد، اما بهره‌برداری مؤثر از این ظرفیت‌ها مستلزم شناسایی عوامل کلیدی مؤثر بر مؤلفه‌های اقتصاد آبی است. روش‌شناسی:  پژوهش حاضر با هدف شناسایی و اولویت‌بندی عوامل مؤثر بر مؤلفه‌های اقتصاد آبی در ایران، از روش دلفی فازی و تحلیل نظرات خبرگان استفاده کرده است. چهار مؤلفه اصلی شامل شیلات و آبزی‌پروری، کشاورزی و جنگلداری، گردشگری ساحلی و حمل‌ونقل دریایی به‌عنوان حوزه‌های مورد بررسی انتخاب شدند و عوامل مؤثر بر هر یک از آن‌ها شناسایی و اولویت‌بندی گردید. یافته‌ها:  نتایج نشان داد که در شیلات و آبزی‌پروری، عوامل اقتصادی مانند هزینه‌های تولید، قیمت بازار و سرمایه‌گذاری مالی در اولویت قرار دارند. در کشاورزی و جنگلداری، تغییرات اقلیمی و تنوع زیستی برجسته شدند. در گردشگری ساحلی، هزینه‌های سفر و حمایت‌های دولتی از مهم‌ترین عوامل بودند و در حمل‌ونقل دریایی، کیفیت زیرساخت‌ها و توسعه ناوگان دریایی نقش اصلی را ایفا کردند. همچنین مشخص شد که در برخی مؤلفه‌ها، عوامل زیست‌محیطی و مدیریتی در اولویت‌های بعدی قرار می‌گیرند، اما همچنان برای پایداری بلندمدت اهمیت دارند. نتیجه‌گیری:  نتایج بیانگر آن است که توسعه پایدار اقتصاد آبی نیازمند رویکردی تلفیقی است که ترکیبی از عوامل اقتصادی، زیست‌محیطی و مدیریتی را در برگیرد. توجه ویژه به مدیریت هزینه‌ها، ارتقای زیرساخت‌ها، حفظ منابع طبیعی و تقویت حمایت‌های دولتی می‌تواند مسیر توسعه پایدار اقتصاد آبی ایران را هموار سازد. <div style="text-align: justify;">Background and Theoretical Foundations: With the growing importance of sustainable development and the intelligent utilization of water resources, the blue economy has emerged as a key pillar of long-term economic growth. Iran, with its extensive marine resources and long coastlines, holds significant potential in this domain. However, realizing this potential requires the identification of the key factors affecting the components of the blue economy. Methodology: This study aims to identify and prioritize the factors influencing the components of the blue economy in Iran using the fuzzy Delphi approach and expert opinions. Four main components were considered, namely fisheries and aquaculture, agriculture and forestry, coastal tourism, and maritime transport. The influential factors within each component were identified and ranked according to their defuzzified mean values. Findings: The results revealed that in fisheries and aquaculture, economic factors such as production costs, market prices, and financial investment are of higher priority. In agriculture and forestry, environmental factors including climate change and biodiversity were most significant. In coastal tourism, travel costs and governmental support were identified as key drivers, while in maritime transport, port infrastructure quality and fleet development were the most influential. Although some environmental and managerial factors ranked lower in priority, they remain essential for long-term sustainability. Conclusion: The findings suggest that the sustainable development of the blue economy requires an integrated approach that considers economic, environmental, and managerial factors simultaneously.
