fa شناسایی و اولویت‎بندی عوامل موثر بر تقویت زیر ساخت‎های صنعت سوخت‎رسانی و خدمات وابسته در بنادر (مورد مطالعه : بندر شهید بهشتی چابهار) Identifying and prioritizing factors affecting the strengthening of fuel supply industry infrastructure and related services in ports (Case study: Shahid Beheshti Port of Chabahar) دریانوردی و حمل ونقل دریایی Maritime Engineering & Transportation پژوهشي Research/ Original/ Regular Article <div style="text-align: justify;">پیشینه و مبانی نظری پژوهش:  امروز بانکرینگ یا صنعت سوخت&rlm;رسانی دریایی نقش بسیار ویژه&rlm;ای در صنعت حمل و نقل دریایی ایفا می&rlm;کند و این موضوع ظرفیت بسیار خوبی در اختیار دیگر فعالان اقتصادی جهت بهره&rlm;گیری از فرصت ارائه خدمات جانبی مانند تامین آذوقه و آب آشامیدنی، خدمات پشتیبانی فنی، تامین روغن، تهیه قطعات یدکی و ... به&rlm;کشتی&rlm;های پهلو گرفته در بنادر قرار می‌دهد. بندر شهید بهشتی چابهار بعنوان تنها بندر اقیانوسی کشور با توجه به موقعیت منحصر به‌ فرد جغرافیایی و ژئوپلیتیکی و قرار گرفتن در مبدأ ورودی دریای عمان و اقیانوس هند، یکی از نقاط پرتردد کشتی‌های جهان است. این بندر به دلیل موقعیت استراتژیکی که در سطح جهانی دارد، می‌تواند از مزایای این صنعت بهره&lrm;مند گردد. اتخاذ استراتژی&lrm;های مناسب می‌تواند به تقویت زیرساخت&lrm;های صنعت سوخت&lrm;رسانی و خدمات&lrm;رسانی به کشتی&lrm;ها و رونق گرفتن این صنعت در بندر شهید بهشتی کمک کند. روش‌شناسی:  هدف این تحقیق، شناسایی، اولویتبندی عوامل موثر و ارائه استراتژی&lrm;های مناسب جهت کمک به تقویت زیرساخت&lrm;های صنعت سوخت&lrm;رسانی در بندر شهید بهشتی است. به منظور شناسایی عوامل، ابتدا ادبیات موضوع و پیشینه تحقیق مورد ارزیابی قرار گرفته و عوامل موثر احتمالی استخراج گردیده است. با استفاده از ابزار پرسشنامه و توزیع در بین خبرگان امر و جمع‌آوری آنها، و با استفاده از تکنیک دلفی، مهمترین عوامل موثر غربالگری شده‌اند. نهایتا، برای تعیین اولویت و اهمیت عوامل موثر بر تقویت زیرساختها در بندر چابهار  از تکنیک  AHP استفاده شده است. با به کارگیری روشهای منطقی و علمی اقدام به ارائه راهکارهای کارآمد جهت بهبود و تقویت زیرساخت صنعت سوخترسانی شده است. این تحقیق از لحاظ هدف تحقیقاتی از نوع کاربردی و توسعهای میباشد. یافته‌ها:  در این پژوهش، 44 عامل با استفاده از مطالعات محققان پیشین شناسایی شده است. این 44 عامل با استفاده از تکنیک دلفی طی سه مرحله به 17 عامل مهم&lrm;تر کاهش یافت. بر اساس نتایج، عواملی مانند "پاسخ&lrm;گویی و کشش اسکله&lrm;های نفتی"، "وجود پالایشگاه نفتی"، "استفاده از زیرساخت&lrm;های تجارت الکترونیک"، "پتانسیل بالا در جذب سرمایه&lrm;گذاری&lrm;های خارجی"، "سرمایه&lrm;گذاری محدود بخش خصوصی" و "عملکرد خوب بندر رقیب" در اولویت اول تا پنجم به عنوان موثرترین عوامل بر تقویت زیرساخت&lrm;های صنعت سوخت&lrm;رسانی و خدمات وابسته در بندر چابهار قرار گرفتند. نتیجه‌گیری:  این پژوهش نشان داد که شناسایی و اولویت‌بندی عوامل موثر بر تقویت زیرساخت‌های صنعت سوخت‌رسانی و خدمات وابسته در بندر شهید بهشتی چابهار می‌تواند به بهبود عملکرد و توسعه این بندر منجر شود. عوامل شناسایی‌شده هرکدام تأثیرات قابل توجهی بر توسعه زیرساخت‌های بندری دارند و در برنامه‌ریزی‌ها باید به آن‌ها توجه ویژه‌ای شود. توجه به این عوامل و می‌تواند به افزایش بهره‌وری، جذب سرمایه‌گذاری‌های جدید و تقویت موقعیت استراتژیک بندر شهید بهشتی چابهار در سطح منطقه‌ای و بین‌المللی منجر شود. با بهبود زیرساخت‌ها، بندر شهید بهشتی می‌تواند به یکی از بنادر پیشرو در صنعت سوخت‌رسانی و خدمات وابسته تبدیل شود و نقش مهمی در توسعه اقتصادی و تجاری کشور ایفا کند.</div> <div style="text-align: justify;">Background and Theoretical Foundations: Today, bunkering or the marine fuel supply industry plays a very special role in the maritime transportation industry. It provides a very good capacity for other economic actors to take advantage of the opportunity to provide ancillary services such as providing food and drinking water, technical support services, providing oil, providing spare parts, etc. to ships berthed in ports. Shahid Beheshti Port of Chabahar, as the only oceanic port in the country, is one of the busiest points for ships in the world due to its unique geographical and geopolitical location and location at the entrance to the Sea of Oman and the Indian Ocean. Due to its strategic location at the global level, this port can benefit from the advantage of this industry. Methodology: The aim of this research is to identify, prioritize the effective factors and provide appropriate strategies to help strengthen the infrastructure of the fuel supply industry in Shahid Beheshti Port. In order to identify the factors, first the literature on the subject and the background of the research were evaluated and possible effective factors were extracted. Using a questionnaire tool and distributing it among experts and collecting them, and using the Delphi technique, the most important effective factors were screened. Finally, the AHP technique was used to determine the priority and importance of the factors affecting the strengthening of infrastructure in Chabahar Port. Findings: In this study, 44 factors were identified from reviewing the litrature. These 44 factors were reduced to 17 most important factors using the Delphi technique in three stages. Based on the results, factors such as "responsiveness and elasticity of oil docks", "existence of oil refinery", "use of e-commerce infrastructure", "high potential in attracting foreign investments", "limited private sector investment" and "good performance of rival port" were ranked first to fifth as the most effective factors in strengthening the infrastructure of the fuel supply industry and related services in Chabahar Port. Conclusion: This study showed that identifying and prioritizing factors affecting the strengthening of the fuel supply industry and related services infrastructure in Shahid Beheshti Port of Chabahar can lead to improved performance and development of this port. Each of the identified factors has significant impacts on the development of port infrastructure and special attention should be paid to them in planning.
