fa آینده‌پژوهی چالش‌های سیاسی توسعه دریا محور پهنه آبی خلیج فارس در افق 1414 - Future research of the political challenges of the sea-oriented development of the Persian Gulf water area in the horizon of 1414 مدیریت دریا / ژئوپلیتیک Marine Management / Geopolitic پژوهشي Research/ Original/ Regular Article <div style="text-align: justify;">پیشینه و مبانی نظری پژوهش:  توسعه دریا محور، زمینه مطالعاتی شامل فعالیت‌های اقتصادی وابسته به دریا است که اغلب با سایر بخش‌های اقتصادی از جمله گردشگری، حمل و نقل دریایی، انرژی، ماهیگیری و شیلات، تجارت و غیره مرتبط است. ایران نیز با داشتن مرزهای دریایی در شمال و جنوب کشور به‌خصوص منطقه خلیج فارس از نظر جغرافیایی و موقعیت ژئوپلیتیکی در این حوزه از جایگاه خاصی برخوردار است. با این حال توسعه دریامحور در ایران و خلیج فارس با چالش‌هایی روبرو است، از این رو پژوهش حاضر با رویکرد آینده‌پژوهی در پی واکاوی چالش‌های سیاسی توسعه دریا محور در این پهنه آبی است. روش‌شناسی:  نوع پژوهش کاربردی و از نظر ماهیت بصورت (کیفی-کمی) است. جامعه آماری شامل 30 نفر از کارشناسان و خبرگان صاحب‌نظر در حوزه مسائل امنیتی، نظامی، دریایی، سیاسی و محققین جغرافیای سیاسی و علوم سیاسی هستند که به روش نمونه‌گیری غیراحتمالی و هدفمند تا اشباع نظری‌ داده‌ها انجام گردیده است. تجزیه و تحلیل داده‌ها با استفاده از مدل معادلات ساختاری و به کمک نرم‌افزار میک‌مک (MicMac) انجام شد. یافته‌ها: یافته‌های پژوهش نشان داد تحریم‌های ظالمانه غرب بر علیه بخش دریایی و سازمان بنادر و دریانوردی کشور (21+)، تغییر مسیر سیاسی کریدورهای بینالمللی و بسترسازی حذف ایران از این کریدورها (20+)، توسعه نیافتن روابط سیاسی و دیپلماتیک با برخی‌ کشورهای منطقه (15+)، عدم تبدیل کشور به مرکز کریدوری تجارت جهانی به دلایل سیاسی (12+)، عدم خودمختاری و آزادی عمل شرکتهای دریایی در کشور (11+)، تأثیر و افزایش تعداد کشتیها و شناورهای نظامی خارجی در خلیج فارس (10+)، نداشتن توجه کافی و وافی به اقتصاد سیاسی دریا (7+)، حضور کشورهای فرامنطقه‌ای در پهنه خلیج فارس (7+)، توسعه نیافتن موقعیت ژئوپلیتیکی دریامحور کشور در عرصه جهانی (5+) و تقایل دریایی بر سر منابع دریایی مشترک و ورود غیرقانونی به حوزه‌های آبی کشور (5+) چالشهای کلیدی و نهایی سیاسی توسعه دریا محور در پهنه خلیج فارس هستند. نتیجه‌گیری: نتیجه پژوهش گویای آن است که توسعه دریا محور در خلیج فارس با چالشهای متععدی چون تحریم‌های ظالمانه غرب بر علیه بخش دریایی و سازمان بنادر و دریانوردی کشور، تغییر مسیر سیاسی کریدورهای بین‌المللی و بسترسازی حذف ایران از این کریدورها، توسعه نیافتن روابط سیاسی و دیپلماتیک با برخی‌ کشورهای منطقه، عدم تبدیل کشور به مرکز کریدوری تجارت جهانی به دلایل سیاسی و عدم خودمختاری و آزادی عمل شرکت‌های دریایی در کشور روبرو است که رفع این چالشها میتواند زمینه توسعه کشور را فراهم کند. در راستای این پژوهش پیشنهاداتی ارائه شد.  </div> <div style="text-align: justify;"><w:sdt contentlocked="t" docpart="1BB20C4164004B2EA79DB74511CBF5B4" id="1334564118">Background and Theoretical Foundations:</w:sdt> Sea-based development is a field of study that includes sea-related economic activities that are often related to other economic sectors such as tourism, maritime transport, energy, fishing and fisheries, trade, etc. Iran also has a special position in terms of geography and geopolitical position in this field, having maritime borders in the north and south of the country, especially in the Persian Gulf region. However, the sea-oriented development in Iran and the Persian Gulf faces challenges, therefore, the current research, with a future research approach, seeks to analyze the political challenges of sea-oriented development in this water area. <w:sdt contentlocked="t" docpart="1BB20C4164004B2EA79DB74511CBF5B4" id="86888520">Methodology:</w:sdt>  The type of applied research is a mixed approach (quantitative and qualitative). Its statistical population includes 30 experts and experts in the field of security, military, maritime, political issues and researchers of political geography and political science, which was carried out by non-probability and purposeful sampling until the theoretical saturation of the data. Data analysis was done using the structural equation model and MicMac software. <w:sdt contentlocked="t" docpart="1BB20C4164004B2EA79DB74511CBF5B4" id="-794132767">Findings:</w:sdt> The findings of the research showed the oppressive Western sanctions against the maritime sector and the country's ports and shipping organization (21+), changing the political direction of international corridors and laying the groundwork for Iran's removal from these corridors (20+), the lack of development of political and diplomatic relations with some countries. region (15+), failure to transform the country into a world trade corridor center due to political reasons (12+), lack of autonomy and freedom of action of maritime companies in the country (11+), the influence and increase in the number of foreign ships and military vessels in Persian Gulf (10+), not paying enough attention to the political economy of the sea (7+), the presence of extra-regional countries in the Persian Gulf region (7+), the non-development of the country's sea-oriented geopolitical position in the world arena (5+) and maritime conflicts The head of shared marine resources and illegal entry into the water areas of the country (5+) are the key and final political challenges of sea-oriented development in the Persian Gulf region. <w:sdt contentlocked="t" docpart="1BB20C4164004B2EA79DB74511CBF5B4" id="-563871280">Conclusion:</w:sdt>  The result of the research shows that the sea-oriented development in the Persian Gulf is facing frequent challenges, and solving these challenges can provide the basis for the development of the country.
