fa عدالت آبی: جایگاه صید خُرد در توسعه پایدار اقتصاد دریا‌محوردر آب‌های ایرانی خلیج‌فارس Blue justice: the role of small-scale capture fisheries to sustainable development of blue economy in the northern Persian Gulf شیلات و آبزیان Fisheries and Aquaculture مروری Review Article <table align="right" class="Table" dir="rtl" style="width:643px; border-collapse:collapse" width="643"> <tbody> <tr> <td style="border-bottom:none; width:475px; padding:0in 7px 0in 7px; border-top:2px solid #215483; border-right:none; border-left:none" valign="top">پیشینه و مبانی نظری پژوهش:  اقتصاد دریامحور (blue economy) که به یک بخش اصلی از دیپلماسی اقتصادی، علمی و سیاسی بسیاری از کشورها  تبدیل شده بر بهرهبرداری پایدار و حفاظت از منابع دریایی برای رشد اقتصادی متمرکز است. یکی از ابعاد اصلی توسعه اقتصاد دریامحور، تولید و بهرهبرداری پایدار از آبزیان شیلاتی است که کشور ایران با داشتن تقریباً 1800 کیلومتر مرز آبی با خلیجفارس و بزرگترین سهم از صید آبزیان در این منطقه، یکی از کشورهای مستعد در این حوزه اقتصادی است. روش‌شناسی:  یک تحقیق کیفی از طریق مروری بر منابع موجود درباره اقتصاد دریامحور انجام شد که طی آن محتویات 43 مقاله بینالمللیمورد ارزیابی قرار گرفت و مطالب کلیدی ارائه شده در این حوزه از طریق نمودار ابر کلمات نمایش داده شد. یافته‌ها:  آنالیز محتویات منابع نشان داد که مبحث عدالت آبی یکی از 10 مقوله مهم توسعه اقتصاد دریامحور است. امروزه با کاهش غالب ذخایر آبهای ساحلی خلیج فارس در نتیجه فشار صید و تغییرات اقلیمی، آسیبپذیری جوامع ساحلنشین و صیادی خُرد بیشتر از پیش شده است و مدیران و سیاستگذاران باید در فرایندهای توسعهای توجه ویژهای به آنها داشته باشند. نتیجه‌گیری:  مقال حاضر با نشان دادن محدودیتهای اجرای عدالت آبی در منطقه، نشان داد بدون برقراری اصول عدالت آبی توسعه اقتصاد دریا محور میسر نخواهد شد و وظیفه دولت این است که اجرای عدالت را تضمین کند.</td> </tr> </tbody> </table> <div style="text-align: justify;">Background and Theoretical Foundations: Blue economy, which has been become a principal part of political, economic and scientific diplomacy of various countries, focuses on economic growth based on sustainable exploitation and protection of marine resources. Marine aquatics production (capture fisheries and aquaculture) is one of the main sections of development of blue economy.  Iran (Islamic Republic of), with 1800 km borderline with the Persian Gulf, is the largest fisheries state in the region and has a high capacity in terms of blue economy. Methodology: A qualitative study was used to gather data through a literature review on blue economy. Forty-three scientific papers were analyzed and their primary concepts were illustrated by a word cloud graph.   Findings: Analyses of the contents indicated that blue justice is a top ten concept to blue growth. As a consequence of overfishing and climate change, fish stocks of Iranian coastal waters of the Persian Gulf have mostly been depleted in the past few years. It has led to increasing the vulnerability of small-scale fishing (SSF) communities than before. Therefore, it should be paid a specific attention to these communities in processes of policy making to development of blue economy.
