fa نقش مشارکتی مردم و سازمانهای دولتی در ساختار حکمرانی دریاها Designing and explaining the oceans governance model for the government of the Islamic Republic of Iran. مدیریت دریا / ژئوپلیتیک Marine Management / Geopolitic بنیادی Basic Article <div style="text-align: justify;">طراحی و تبیین مدل حکمرانی اقیانوسها در دولت جمهوری اسلامی ایران نادر پسنده<a href="#_ftn1" name="_ftnref1" title="">[1]</a>، کاوه تیمورنژاد<a href="#_ftn2" name="_ftnref2" title="">[2]</a>، محمدرضا ربیعی مندجین<a href="#_ftn3" name="_ftnref3" title="">[3]</a> چکیده: اگرچه اصولا حاکمیت و حکمرانی وابسته به زمین و خشکی میباشد لیکن اخیرا موضوع حکمرانی بر دریاها و اقیانوسها و لحاظ نمودن آن در خط مشی عمومی دولتها، به عنوان بخشی از اقدامات و برنامه ریزیهای بلند مدت دولتها در سطح ملی و بین المللی محسوب میشود و علاوه بر ارکان حکومت، نفوذ بازیگران غیردولتی و سازمان های مردم نهاد را نیز در بر می گیرد. بیش از 55 درصد سطح کره زمین را دریاها و اقیانوسها تشکیل داده اند و در حالیکه مطابق با مقاوله نامه های سازمان ملل متحد، این دریاها و اقیانوسها به هیچ کشور یا دولتی متعلق نمیباشند، لیکن همه مردم ساکن در کره زمین میتوانند با رعایت حفظ و مراقبت از این منابع غنی، از منافع آنها استفاده کنند. این بدان معنا است که هر فرد ایرانی نیز میتواند از همه منافع موجود در اقیانوسها و آبهای آزاد بهره مند شود. از طرفی در تعاریف حکمرانی، یکی از مهمترین وظایف حکمران تامین منافع حداکثری برای ملت و کشور میباشد. لذا میتوان نتیجه گرفت که تامین منافع حداکثری از اقیانوسها و دریاها از وظایف دولتها محسوب میشود. خوشبختانه با توجه ویژه مقام معظم رهبری و دولت به اقتصاد دریاپایه یا دریا بعنوان محور توسعه، اخیرا دریاها مورد توجه خاص قرار گرفته اند. لیکن سوالی که در ذهن باقی میماند این است که آیا دولت جمهوری اسلامی ایران دارای ساختار مناسب جهت مدیریت منافع کشور از دریاهای پیرامونی شامل خلیج فارس ، دریای عمان و دریای خزر و اقیانوسها و دریاهای آزاد را که بیش از 55 درصد کره زمین هستند را دارد؟ این پژوهش قصد دارد با بررسی ساختارهای موجود و ارزیابی توان این ساختارها در دولت جمهوری اسلامی ایران در مقایسه با حجم توانایی مورد انتظار برای کسب منافع حداکثری از اقیانوسها و دریاها و مطالعه ساختارهای با وظایف مشابه در سایر کشورها، بتواند مدل مناسب حکمرانی اقیانوسها و دریاهای آزاد را در دولت جمهوری اسلامی ایران را پیشنهاد دهد. لازمه تحلیل مدیریت یکپارچه و رعایت مقاوله نامه های بین المللی این است که این تحلیل در سطح ملی و بین المللی انجام شود. بدیهی است برای همه وزارتخانه های یک دولت که وظیفه یا اختیاراتی در رابطه با کاربردهای و مدیریت دریاها و اقیانوسها را بر عهده دارند، نیاز به تمرکز، تعامل ، همکاری و رهبری وجود دارد. برای دست یابی به این مدل، این پژوهش از  رویکرد پژوهشی مطالعه ای بنیادی استفاده میکند. مطالعه حاضر به لحاظ راهبرد کلی، پژوهشی موردی محسوب می گردد و به لحاظ روش تحلیل داده ها، مطالعه ای آمیخته اکتشافی می باشد. ابزارهای گردآوری داده ها از طریق مصاحبه فراهم آمده است، برای تجزیه و تحلیل دادهها در این پژوهش از نرم افزار های تبدیل مصاحبه ضبط شده به متن و تحلیل کیفی با استفاده از نرم افزار مکس کیودا (Maxqda)  بهره گرفته شد. هدف این پژوهش تدوین مدل حکمرانی اقیانوسها و دریاها برای دولت جمهوری اسلامی ایران میباشد و رویکرد تحقیق گراندد تئوری مبتنی بر رویکرد پارامتریک مورد استفاده قرار می گیرد. جامعه آماری پژوهش، خبرگان دریایی در حوزه حکمرانی دولت جمهوری اسلامی ایران بوده اند. نتایج بدین شرح میباشد که لازمه یک حکمرانی یکپارچه مطلوب، درک صحیح از پیششرطهای علی همانند پیش شرط سیاسی، مالی و فردی نحوه و میزان اثرگذاری آن بر مقوله پدیده محور بینالمللی و ملی توجه نهایی آن به راهبردهای مبنایی حکمرانی مطلوب از جمله توجه به روابط بینالمللی توسعه زیرساختهای لازم فرهنگسازی که خود دارای شرایط مداخلهگر (توسعهای و سازمانی) و عوامل زمینهای (سازمانی، مالی، سیاسی و فردی) میباشد که در نهایت میتواند پیامدهای اجتماعی، اقتصادی و سیاسی برای دولت جمهوری اسلامی ایران داشته باشد.</div> <div> <div style="text-align: justify;"> </div> <hr align="left" size="1" width="33%" > <div id="ftn1" style="text-align: justify;"><a href="#_ftnref1" name="_ftn1" title="">[1]</a> . دانشجوی دکتری مدیریت دولتی– تصمیمگیری و خط مشیگذاری عمومی دانشگاه آزاد اسلامی واحد تهران مرکز (نویسنده مسئول)</div> <div id="ftn2" style="text-align: justify;"><a href="#_ftnref2" name="_ftn2" title="">[2]</a> . عضو هیات علمی گروه مدیریت دولتی دانشگاه آزاد اسلامی واحد تهران مرکز </div> <div id="ftn3" style="text-align: justify;"><a href="#_ftnref3" name="_ftn3" title="">[3]</a> . عضو هیات علمی گروه مدیریت دولتی دانشگاه آزاد اسلامی واحد تهران مرکز</div> </div> Authors: (1) Nader Pasandeh, (2) Kaveh Timuranjad, (3) Mohammad Reza Rabiei Mandjin (1). This governance, at the national and international level, and in addition It also includes the influence of non-governmental actors and non-governmental organizations on the pillars of the government. More than 55% of the earth's surface is covered from seas and oceans, and while according to the United Nations conventions, these seas and oceans do not belong to any country or government, but all the people living on the earth can protect and Take care of these rich resources,  and take advantage of them. This means that every Iranian person can benefit from all the resources available in the oceans and open waters. On the other hand, in the definitions of governance, one of the most important tasks of the ruler is to provide maximum benefits for the nation and the country. Therefore, it can be conclud that providing maximum benefits from the oceans and seas is one of the duties of governments. Fortunately, with the special attention of the Supreme Leader and the government to the sea-based economy or the sea as the axis of development, recently the seas have received special attention. However, the question that remains in the mind is whether the government of the Islamic Republic of Iran has a proper structure to manage the country's interests from the surrounding seas, including the Persian Gulf, the Oman Sea, the Caspian Sea, and the oceans and open seas, which are more than 55% of the earth's surface? This research aims to find a suitable model for the oceans governance by examining the existing structures and evaluating the power of these structures in the government of the Islamic Republic of Iran. In comparison with the expected capacity to obtain maximum benefits from the oceans and seas and studying structures with similar tasks in other countries, to propose in the government of the Islamic Republic of Iran. The requirement of integrated management analysis and compliance with international conventions is that this analysis be done at the national and international level. Obviously, there is a need for concentration, interaction, cooperation and leadership for all ministries of a government that have duties or powers related to the use and management of seas and oceans. To achieve this model, this research uses a fundamental study research approach. In terms of general strategy, the present study is considered a case study, and in terms of data analysis method, it is a mixed exploratory study. Data collection tools are provided through interviews, for data analysis in this research, software for converting recorded interviews to text and qualitative analysis using Maxqda software was used. The purpose of this research is to compile the governance model of the oceans and seas for the government of the Islamic Republic of Iran, and the grounded theory research approach based on the parametric approach is used. The statistical population of the research was maritime experts in the governance area of the Islamic Republic of Iran. The results are as follows that the requirement of a desirable unified governance is a correct understanding of causal preconditions such as political, financial and individual preconditions. The manner and extent of its impact on the category of international and national phenomena, its final attention to strategy. The basic principles of good governance, including attention to international relations, the development of the necessary cultural infrastructures, which have intervening conditions (developmental and organizational) and background factors (organizational, financial, political, and individual) May it ultimately have social, economic and political consequences for the government of the Islamic Republic of Iran.
