Management (Environment, Coastal Zone,...) پژوهشي Research/ Original/ Regular Article <div style="text-align: justify;"><span style="font-family:IRANyekan;"><strong><span style="background:#2E74B5;"><span style="color:white;"><span style="font-size:10.0pt;"><span style="font-size:11.0pt;">پیپیشینه و مبانی نظری پژوهش:</span></span></span></span></strong><span style="font-size:10.0pt;">&nbsp; با توجه به نقش</span> <span style="font-size:10.0pt;">آگاهی قانون در انضباط اجتماعی، آگاهی از قوانین و مقررات شیلاتی در پیشبرد امور شیلات بسیار اهمیت خواهد داشت. تحقیق با بررسی آگاهی کارکنان ستاد مرکزی سازمان شیلات ایران از قوانین و مقررات شیلاتی توانست سطح آگاهی و آموزه&shy; های آنان را جهت پایبندی و اجرای قوانین زیر&shy;بخش بسنجد.</span><span style="font-size:10.0pt;"></span><br> <strong><span style="background:#2E74B5;"><span style="color:white;"><span style="font-size:10.0pt;"><span style="font-size:11.0pt;">روش‌شناسی:</span></span></span></span></strong>&nbsp; <span style="font-size:10.0pt;">با استفاده از پرسشنامه، اطلاعات کارکنان در خصوص مفاد قانون و آیین نامه اجرایی قانون حفاظت و بهره &shy;برداری از منابع آبزی جمهوری اسلامی ایران و همچنین دیدگاه اصلاحی آنان جمع&shy;آوری شد</span> <span style="font-size:10.0pt;">و در تجزیه و تحلیل آماری از روش امتیازدهی استفاده شد.</span><span style="font-size:10.0pt;"></span><br> <strong><span style="background:#2E74B5;"><span style="color:white;"><span style="font-size:10.0pt;"><span style="font-size:11.0pt;">یافته‌ها:</span></span></span></span></strong><span style="font-size:10.0pt;"> &nbsp;نتایج نشان داد با میانگین امتیاز 8/13 و حداکثر 7/72 درصد از کل امتیاز به میزان 5/33 درصد نمونه از قوانین و مقررات شیلاتی آگاهی داشتند. با وجود 8/53 درصد آگاهی از کلیات قوانین، آگاهی از قوانین تخصصی &shy;تر حوزه صید و صیادی و آبزی پروری کمتر از حد انتظار بود. آنان به ترتیب با حدود 95&nbsp; و 77 درصد آرا، بازنگری و اصلاح قوانین و مقررات شیلات را لازم ندانسته و نسبت به تداخل بین وظایف شیلات و سایر دستگاه &shy;ها موافق بودند. مشکلات مدیریتی، برنامه &shy;ریزی و سیاست&shy;گذاری و ساختاری را از مهمترین مشکلات شیلات می دانستند.</span><span style="font-size:10.0pt;"></span><br> <strong><span style="background:#2E74B5;"><span style="color:white;"><span style="font-size:10.0pt;"><span style="font-size:11.0pt;">نتیجه‌گیری:</span></span></span></span></strong><span style="font-size:10.0pt;"> &nbsp;بنابراین با وجود آگاهی اندک از قوانین، علاوه بر نیاز بر بازنگری و رفع تناقضات و تداخلات قانونی، توجه به آموزش قوانین می&shy;بایستی جدی &shy;تر صورت گیرد تا بدین وسیله حاکمیت و&nbsp;اجرای قوانین بتواند فعالیت&shy; های پایدارتری را در عرصه شیلات به وجود آورد.</span></span></div> <div style="text-align: justify;"><strong><span style="background-color:#336699;"><font color="#ffffff">Background and</font><span style="color:#ffffff;"> Theoretical Foundations:</span></span></strong> Regarding to the role of law awareness in social discipline, awareness of fisheries rules and regulations will be crucial in advancing fisheries affairs. Research with study personnel awareness central headquarter central fisheries organization of Iran of the fisheries rules could measure level of awareness and their teachings in adhere direction implementation of under sector laws.&nbsp;<br> <span style="color:#ffffff;"><strong><span style="background-color:#336699;">Methodology:</span></strong></span> With use of questionnaire, was collected personnel information about law provisions and executive regulations rule on the protection and utilization of the Islamic Republic of Iran aquatic resources and also their corrective opinions were collected and the scoring method was used in statistical analysis.&nbsp;<br> <span style="color:#ffffff;"><strong><span style="background-color:#336699;">Findings:</span></strong></span>&nbsp;The results showed an average score of 13.8 and a score of 72.7% of the total score at a rate of 33/5% were aware of the rules and regulations of fisheries. Despite 53.8% of the generalities awareness of the rules, awareness of the more specialized rules of fishing and aquaculture was less than expectation. They were about 95% and %77 of the votes that the rules and regulations of the fisheries believed did not need to be reviewed and revised and they did believe to there was a conflict among the tasks of fisheries and other organizations, respectively.
