The optimal structure of the oceans governance for the government of the Islamic Republic of Iran

Background and Theoretical Foundations: Ocean governance refers to the policies and management of affairs related to the world's open seas and oceans, which is a very complex issue. Almost all the oceans are part of the commons that do not belong to any single person or nation or government. According to the United Nations resolution, the interests of these seas and oceans belong to all the people of the world, and as a result, all the people of the world should also participate in the preservation of These divine gifts act and be responsible.In addition to the necessity of obtaining maximum sustainable benefits from these huge resources, the governance of the seas and oceans is also very important to enjoy the effectiveness of the levers of power and to create a balance between political powers. Effective governance provides the ability to balance common interests with others. Considering the existing needs and focusing on common interests, cooperation between countries is strengthen based on these interests. In addition, governance of seas and oceans requires consideration of transboundary capacities. Economic use according to these capacities creates economic justification for operational exploitation.  In this research, an attempt made to investigate the oceans governance in other countries and considering the conditions of the country, including the access to governed and supervised waters and open waters, as well as the degree of dependence on the marine economy, food security, employment, exploration of new energy sources. The possibility Increasing Iran's share in order to gain more benefits from the open seas and oceans. With a management perspective, we achieved the design and explanation of a favorable structural model for the government of the Islamic Republic of Iran.
Methodology: Due to the lack of research records in this field for the government of the Islamic Republic of Iran, this research based on a qualitative approach and in it; foundational data theory used as a research method. Considering that, this model has not been prepared for the government of Iran so far, this research work is consider fundamental for the government of the Islamic Republic of Iran. The present study is an exploratory mixed study in terms of data analysis method. In this study, a grounded theory research approach based on a parametric approach was used. In fact, this research in order to gain knowledge and understanding in the field of main, temporal, intervening factors, strategies and consequences as well as the constituent elements of governance with the approach of co-evolution in the government of the Islamic Republic of Iran will use the grounded theory research approach. In this research, the main goal is to formulate a structural model for the governance of the oceans in the Islamic Republic of Iran. Documents, papers and interviews have been use to collect the required data and information. The documents section included all internal and external documents related to the governance of the oceans. In order to accurately analyze the findings, after the necessary information and data were extracted and classified through interviews with experts and analyzed in general, the model was extracted. Data analysis is one of the main and most important parts of this research. During this process, raw data analyzed and after processing, is present in the form of information. In this research, the semi-structured interview continued until theoretical saturation. Semi-structured interviews are one of the most common types of interviews used in qualitative social research. This interview falls between the two extremes of structured and unstructured, sometimes called in-depth interviews, in which all respondents are asked the same questions, but are free to present their answers in any way they wish, in this case the responsibility The researcher is responsible for coding the answers and classifying them..
Findings: As causal factors in the pattern of governance of the oceans in the Islamic Republic of Iran, it is necessary to have an effective governance of the oceans; all the levers of power mentioned in the government of the Islamic Republic of Iran must be take into consideration simultaneously and in a coordinated manner. This means that integrated management and division of national work and agile and efficient management in order to maximize the use of the sea's capacities are consider as the main pillar and factor in the governance of the oceans. 
As an intervening factor, the geographic policy of the Islamic Republic of Iran has a significant impact on the governance of oceans and marine areas.
As background factors, The position of coastal borders in terms of ownership and surveillance area, capable defense and security system, communication with the ports of the countries, powerful military presence, strong support, allocation of credit and financial support, synchronization of facilities and infrastructure with new conditions, authoritative and efficient governance structure, independence of the sector In the maritime management of the country, managers' attention to internal and external resources and having management knowledge are very important.
As the central phenomenon Justifying the internal decision-making bodies and determining the role of Iran at the international level, taking advantage of domestic actors, non-conflict with other actors, joint exploitation of the seas, identifying common interests, non-conflict of interests in the exploitation of the seas, paying attention to international law and improving sustainable development It should be justified.
As strategic factors, the development of ocean ports and exploitation of sea and ocean resources depends on several factors. These factors include technical, educational and financial structures and capabilities.
As consequences improving the national and international cooperative vision and obtaining maximum benefits for the Iranian nation in the field of extracting and exploiting the resources of the seas and oceans will have a significant impact. In general, in order to obtain maximum benefits for the Iranian nation from the resources of the seas and oceans, it is necessary to pay special attention to the growth and development of knowledge-based companies, improving competitiveness, coordinating the military forces, complying with international laws and securing Iran's interests.
Conclusion: Centralized and integrated management and the view of national and international participation in the governance of seas and oceans are very important. Because the governance of the oceans is a complex and multifaceted challenge, the effects of which have a complex effect on the interests of other countries and different regions of the world, so it is necessary to form the governance of the seas and oceans in a centralized government structure. The first model is the creation of a maritime ministry in the government of the Islamic Republic of Iran, similar to the model implemented in many under developing countries with coastal borders, and the second model is the establishment of the Supreme Maritime Council headed by the highest official of the government of the Islamic Republic of Iran, similar to the implementation model, has been in many developed countries.
